Select the Freehand Tool and set the Tool Options as right.

Note: Smart Edge. As you move the mouse, the cursor draws a little rectangle. The selection will cling to the enclosed edge. Click the mouse to set anchor points. This makes outlining an irregularity shaped selection quite easy.
